It's all about social control. Sexual expression is such a powerful force in society that it affects everything people do to some extent. A social control mechanism (such as a religion) has to address uality, whether by redirecting it, repressing it, subverting it, co-opting it - if it doesn't harness this powerful force somehow, then the mechanism will become irrelevant and fade away as those energies are harnessed by a competing mechanism.
